Standard Operating Procedure
I. Background
ELCOT has been providing data centre services to the State IT infrastructure since 2011. Data centre services include co-location, co-hosting and cloud services. In order to take advantage of continuously evolving public cloud technology, ELCOT has empaneled Cloud Service Operators (including Hyper-scalers) whose services can be utilized by Government Departments of Tamil Nadu at discounted rates. This document captures the standard operating procedure that would be followed to ensure seamless onboarding of Govt. Dept requirement to ELCOT empaneled cloud.
II. Stake holders
a) ELCOT:
- I.ELCOT has floated a tender and finalised the discount rate from prevailing market price with the MSP/CSP and publishes the rates.
- II.Enters in to agreement with MSP/CSP and holds a BG as security deposit.
- III.ELCOT is entitled to get 0.5% of estimated annual bill value (6% of first month's invoice value) as one time upfront landing charges from the requesting department, which will be inbuilt in the total invoice by the MSP and released to ELCOT as service charges, based on invoice raised by ELCOT.
- IV.Maintains a web portal for procurement of Cloud resources.
- V.Inclusion or removal of MSPs as part of Cloud empanelment that list out the items available as part of rate contract.
- VI.To follow the announcements of MEITY on the following and takes appropriate follow up actions: (a) Guidelines to be followed by the Dept & CSPs for hosting the applications. (b) Empanelment/De-empanelment vendors on regular basis. (c) STQC audit for the data centre.
b) Requisitioning agencies:
- I.End user that has requirement for Cloud services.
- II.End user who would pay to MSP/CSP and ELCOT landing charges.
c) MSP/CSP:
- I.Entity that hosts the application of the Govt. Department in MeitY empaneled DC/DR.
- II.Entity that is required to comply with all the guidelines published by MeitY and ELCOT through the tender process.
- III.Entity that receives work order from Dept. generated in ELCOT portal and raises monthly/quarterly invoices to Dept. as per the tender discovered prices.
- IV.MSP/CSP shall provide detailed technical documentation.
III. ELCOT Web Portal
- I.ELCOT already has the portal for procurement of hardware items.
- II.A similar or same portal will be utilized for Cloud resources procurement.
- III.Portal shall have facility for Dept. to pick and choose the items required and generate proforma invoice.
- IV.Dept. has the facility to place the work order to MSPs.
- V.Work order would be issued to CSPs after payment of landing charges to ELCOT on yearly basis. Any additional requirement needs to be accompanied by additional workorder and to be raised in the portal.
- VI.Payments to MSP/CSPs is delinked from the portal.
IV. Operating procedure
- I.Department has requirement for Hosting services. They have finalized the requirement.
- II.Approaches ELCOT through ELCOT portal.
- III.Selects the items available in ELCOT portal and checks the prices against each CSP.
- IV.Have discussion with CSPs and finalize the BOM and MSP/CSP.
- V.Generate a tentative BOM and cost estimate from ELCOT portal to get approval from their HOD for all inclusive cost (hosting charges, landing charges, taxes).
- VI.Department issues work order in ELCOT portal to the MSP/CSP.
- VII.MSP/CSP initiates the hosting procedures, setups required infrastructure.
- VIII.MSP/CSP bills the Dept. on monthly/quarterly basis along with landing charges to be paid to ELCOT.
- IX.Dept. continues the services on regular payment basis. ELCOT shall not be held accountable for regular payments by Dept. to MSP/CSP.
- X.CSPs/MSPs are free to undertake further steps in accordance with their standard policies in case of non-payment of charges or delays by the departments.
- XI.Dept. renews the work order on yearly basis after paying landing charges or issues additional work order to CSP as per the requirements.
- XII.ELCOT portal tracks the number of WO issued and total landing charges collected on yearly basis.
- XIII.Yearly price revision if any would be reflected on the portal on yearly basis.
